Is there a way to create a program such that when an email arrives, some code will launch a process?
I saw the example code here and I think it looks promising for revealing what I am trying to do:

If it is, is EAGetMail open source?

You can refresh the mailbox every 5-10 minutes, then you can start your process.

Or you can use EAGetMail Service to retrieve the emails in schedule, then launch the specified process.

EAGetMail is not open-source and free, it is a commercial component.
